2023 FIBA RULE CHANGES
At the conclusion of 2022, FIBA and Basketball Victoria altered the standard FIBA rules that govern the game of basketball.
These new rules will be put into effect for the GUB community competition, from the start of the Winter 2023 season or April 22, 2023.
Most of the changes that were made to the rules are minor in nature and are wording improvements or changes to duties that do not apply to Geelong United Basketball Community Competitions.
Below is a list of the main changes that occurred in the update that is relevant to the community competition and to whom and when they will be applied.

“Throw-in Foul” or “inbounding foul’
This is a change to the 5th criterion that governed unsportsmanlike fouls. This rule has been removed and replaced with the “throw-in” foul, which is a normal personal defensive foul.
The rule now reads:
Rule: 34.1.2 – A throw-in foul is a personal foul committed when the game clock shows 2:00 minutes or less in the final period and in each overtime, by a defensive player on an opponent on the playing court when the ball is out-of-bounds for a throw-in and still in the hands of the referee or at the disposal of the player taking the throw-in.
When a throw-in foul is committed, the affected team will get one Free-throw for the player that was fouled and possession of the ball on the sideline, closest to where the incident occurred. This doesn’t always mean that it will be where the throw-in was originally taken.
The throw-in foul will apply in the last two minutes of the final period of the game, regardless of the defensive team being in the foul penalty situation. These fouls may occur more than one time and can occur in sequence and multiple times.
This does not mean that unsportsmanlike fouls cannot be called in the final two minutes on a throw-in. The normal rules will apply if a player excessively fouls or grabs a player.

This rule will be applied to all GUB community competitions.
Unsportsmanlike Foul Clarification – Rule C4
An Unsportsmanlike Foul will be applied to players who cause contact with a player who is in control or gaining control of the ball, when on progression to the basket.
The rule now reads:
Rule: 37.1.1 (4th Bullet) An illegal contact caused by a player from behind or laterally on an opponent, who is progressing towards the opponent’s basket and there are no other opponent players between the progressing player and the basket, and
- The progressing player is in control of the ball, or
- The progressing player is attempting to gain control of the ball, or
- The ball has been released on a pass to the progressing player.
This applies until the offensive player begins the act of shooting.

This rule will be applied to all GUB community competitions.
Team Warm-Up Locations
Teams are now required to warm up at the end of the court that is opposite to their home bench, and the direction they will play in the first quarter.
By mutual agreement of both teams, teams can swap warm-up ends or starting ends prior to the game.
This rule will be applied to all GUB community competitions.
Alternating possession arrow
The team that does not gain possession of the live ball, after the jump ball shall be awarded the first alternating throw-in. The changes to this rule are around the removal of the words “on the playing court’ to simplify the process.
The rule now reads:
Rule: 12.5.2. The Team that does not gain the first team control of a live ball after the jump ball shall be entitled to the first alternating possession throw-in.
In practice, the team that doesn’t have possession of the ball at a throw-in immediately after a jump-ball will be awarded the first alternating throw-in.

This rule will be applied to all GUB community competitions.
Fouls near the end of the period
When a foul is called near the end of the period, the referees shall determine if the foul occurred before or after the time expired. They will also determine, how much playing time is left.
If a foul is deemed to be called before the time expired, the game clock must be rewound to a minimum of 0.1 seconds (one-tenth) to administer any penalties.
If the foul occurred after the time expired, a personal foul will be disregarded. If the foul was unsportsmanlike, technical or disqualifying will be applied at the start of the following period.
This rule will be applied to the Championship Senior Men and Women Competitions on a Tuesday night. For all other competitions, this change will not apply, as they are considered to have a ‘running clock’.
Referee Signal Changes
Several new signals have been added or altered in the new rules. The two that are most likely to occur in the Community competition will be the Illegal Cylinder and the Goal Tending/Basket Interference signals.

This rule will be applied to the Championship Senior Men and Women Competitions on a Tuesday night. The changes made are likely to only affect those in Championship Men and Women; they will not be applied in other Community competitions.
